The Choice Recruit does not guarantee a particular Fighter. You have the possibility to obtain the fighter from the Chosen Fighter spot whenever you manage to draw A-Grade Fighter, however, it does not increase the overall chance of drawing an A-Grade Fighter.
When an A-Grade Fighter would be drawn, they will be replaced by a Chosen Fighter instead. When the amount remaining is 0, they will no longer be replaced by a chosen fighter.
